advice: what should I offer for this bike?

I was kinda thinking about starting at 4200 and willing to increase to 4400. Sound reasonable?

ie; rear sprocket and lack of rear fender - subframe scraped at all?

I asked about the tail, he said it was just off for those pics because he was doing the taillight wiring at the time. When I went to look at it in person, the tail was on. I didn't see any scratches or damage at all to the bike.

very much looking forward to customizing this bike. Thinking about stripping the decals and doing a carbon-fiber wrap. What do you guys think?
