Help with starter clutch/flywheel assembly

I'm rebuilding a blown up DRZ and most annoyingly the bike arrived here already in pieces. 5 cardboard boxes of engine bits.

What I can't figure out is the starter gear that slides onto the crank seems to have too much side ways movement when the flywheel is put on. The movement is about a 1/4 of an inch.

Its almost like there is supposed to be a spacer between the gear and the flywheel or the gear and the crank bearing but I don't have one, the manual doesn't show one and the parts guy at the dealer is reasonably sure there isn't one.

Is this movement normal and i've nothing to worry about?
