DRZ S model suspension tuning

I have done a bunch of research on tuning my DRZ 400 suspension, and it has left me with a question, referring to sag. One thread i read said that sag should be 33% of total suspension travel. I would guess this is measured with no load on the rear shock, meaning tire off the ground, is this correct, or is sag measured as the bike sits?

Race sag should be 90-100 mm sitting on the bike and ~25-35 mm for free sag (no weight on the bike) I may be off on the free sag but my numbers should be close.

Set the race sag first and then measure the free sag. If free sag doesn't fall in the proper range you will need to change the spring.
