chain tensioner bolt stuck?

One of the bolts is stuck it wont budge, its all in tack and starting to strip. I have soaked it in wd-40 pb blaster all of that stuff it still wont move. now my alternative is i just put a washer after it and it fixed the slack in the chain and the washer doesn't come out. but i would like to fix that bolt.

If you can hit it with a punch and hammer without damaging anything else sometimes works. Also putting some heat to it even from say a heat gun.

Ya i tried hitting it, but iv heard of the heat il have to try that
