XR70 Front Brake Help

Picked up this bike at a garage sale for $100. I cleaned the carb and put a plug in it and it fired right off.

Problem is, the front brake no worky. The wheel spins freely, but you can not squeeze the handle. So, is it most likely the cable froze? I squirted some super penetrating oil down in the housing, but is still will not budge. I can move the mechanism on the hub by hand, but the lever does nothing.

Either the lever is seized, or more likely the cable is seized. keep trying the penatrating fluid and if it doesn't free up, get a new cable.
