I believe this is the 2003 'R' version, the L had a larger wheel and disc brake.

Anyway, she dug in making a sharp turn and the brake stayed on a little. I was able to work it free, but wondering if this just means it's time for new shoes?

Probably not. Most likely it just means it's time for troubleshooting and maintenance. Check to make sure the cable operates smoothly and that it's adjusted properly. Turn the handle bars from side to side. The brake should not come on when you do this. Disconnect the cable from the lever arm down on the brake shoe plate and push / pull on the cable to see if it moves freely. Push and release the lever where the cable attaches. It should return back to its original position so that the brakes are not on. Take the wheel off and make sure the brake cam is lubricated so that it too can move freely. Check that the springs that are attached to the shoes are not broken or otherwise compromised. They should pull the brake shoes away from the drum when the brake is released.
