Internals No Good?

I juts replaced the seals and bushings on the forks of my '03 RM 250. I used the pivot works complete kit, and Maxima 5 W oil filled to 130mm, as well as new .44 springs. As far as I know the forks are stock, although they have a factory connection sticker with a place for C/R and oil level, but the values are all worn off. The front end of the bike had been sitting low (like the forks were sagging). The forks also felt extremely soft, bottoming easily. I hoped a fork rebuild, fresh oil, and new springs would do the job. After putting in the initial quantity of oil, I pumped the plunger. It quickly became difficult to pull up, but never became very hard to push in (even after 10 mins of pumping). It was never able to stay up on its own. Does this mean the valving is bad? If so, is this a DIY job?
