how to get this off my cylinder?

It looks like a previous owner has tried to clear coat the cylinder and it burnt. Ive used a wire wheel to get as much off as I could but It wont fit in the corners. Is there anything i can spray on it to take this stuff off? or any other ideas? As you can see its in all the tight areas.

Try zip-strip paint remover.

you could lightly sand blast it

if none of those have worked and you have access to a tig welder make some passes over it on ac and low amperage with a lot of electrode positive bias. then it should just come off by wiping it with a rag. if you cant do that try lightly heating it with a torch and the same thing should happen.
