Any ideas on removing rad scoop bolts?

Just trying to change the rad scoops and found the previous owner has over tightened the bolts, in particular the ones into the tank. I can feel the captive nut starting to turn. I have tried soaking in WD40, shocking the bolt by tapping with a hammer and sharp taps to the wrench.

I have considered cutting the head off the bolt where it is touching the captive nut and hopefully releasing the threaded part of the bolt but again this seems a bit drastic.

Any cunning plans greatly appreciated!

I have had luck with using a soldiering iron to heat up the head of the bolt (just hold it on the bolt till it gets good and hot....obviously not to hot, it is in a plastic tank....in gas and all) Sometimes just a little heat is all that is needed to get it to release.

Put some penetrating oil on the threaded portion. I have a friend that swears that ATF is better than anything.
