carb problems

Could be 2 issues. Have you removed the throttle cables? They may be rusted.

If the slide is actually stuck in the bore, I suggest the following assuming its a stock carb:

Remove the top, pull back the rubber boot and protect it with a clean rag.

Check it see if it will slide up. If not, spray some carb cleaner into the throat onto the slide from the front and back sides and let it sit for 10 min or so. Then clean off with brake cleaner... still protecting the bubber boot from any of the fluids. Carb cleaner will ruin the boot and any rubber parts, not to mention your hands, so be careful with it.

You might also lube the shaft with carb cleaner in case it is the only part stuck if the slide is moving freely. Good luck
