96 rm 250 cold starting problem

I have a completly rebuilt bike but I am having trouble with cold starts, Once it gets warmed it will start first kick every time. I just cant seem to get it started easy while cold, I have to pop start is most the time. anything will help

It runs like a top when its warmed up and idles all day long. I have a stock PJ but it sometimes seems like it floods and is not on the lean side.. What you think about needle position or air screw? I was also thinking my idle knob is set to high... I dont know what you guys think?
