Yes, that's a top out spring. Some set the height at which the forks settle for corners, and some are merely there to prevent a clunk when the fork rebounds and gets to the end of the stroke...

You can run longer springs of various spring rates to tune how front end settles for turns.

I was told by one of the factory mechanics, that they lower their bikes for a better COG without sacrificing travel. And the top out spring came to mind as a way of doing this.
