Chain too loose?

I have an 07 KX 250 and have both chain slack adjusting screws back completely out and I noticed my chain still have a decent amount of play and my left side knobbies have some chunks taken out.

My question is, Is my chain too loose? I'm assuming this is true since my knobbies have chunks taken out and my tires not running misaligned since both screws are backed out.

Just wanted to confirm thanks!

The distance between 17 links of a new 520 chain is exactly 10". A conventional, non-sealed chain is worn out when this distance reaches 10 1/8". This is easy to measure by putting the bike in gear and rotating the wheel backwards to remove the slack in the chain, then hanging a tape measure on one of the side plates and measuring to the leading edge of the 9th side plate back.

Note that sealed chains are worn out when they have stretched just 1mm over the 10" span.
