What is the KTC System on my 2-stroke?

I've recently purchased a KTM 300 EXC that isn't revving out past about 7k under load, heavy bogging and power loss but she runs beautifully down low. The piston looks great (po had new top end) but the rings aren't centered so I'm losing a bit of compression. Anyways, while taking it apart I removed the "intermediate flange chamber of the KTC system" located on front of the cylinder just above the exhaust valve. The chamber had a bit of oil in it, and the inside is nasty. I can't find any information on google. Anyone know what the KTC system is and it's function?

yep, power valve needs to be dissasembled and cleaned.
