Does Decompression weight make it easier to start

Just did a valve job on my daughters crf150r. While putting it together i pinched the spring for the decompression weight. As a result I had to cut 1" off the spring. I was afraid part of the spring would break off and fall inside the motor. The spring normally has just a small amount of tension. It is my undestanding that the decompression weight on the cam opens the exhaust valve on low rpm. Does this make it easier to kickstart the bike?? Since I reduced the tension on the spring by cutting part of it off, would this make it not operate and make it hard to kick over? The green arrow shows the spring
