Muffler on a 1987 XL250R

I have a 1987 XL250R the muffler is rusted through on the bottom between the access plate and where it starts to become larger in diameter. My question is is it necassary to have that access plate there? I can repair the muffler by welding a sleeve on it. By doing so the access cover will be removed and covered.

That cover was meant for periodic maintenance of the muffler, you remove the plate to blow the carbon out of the system. I used a JB weld product to seal up the muffler holes on my wifes 86 xl250r. The epoxy has been holding well for over 2 years now and the muffler still retains its stock appearance. In some states it is illegal to have a repaired muffler for state inspection.
