bike has low compresson no decompresson lever and dont now why

It has an automatic (centrifugal) decompressor - if it starts and runs ok and doesn't burn any oil then don't worry about it! Like any new (to you) purchase I'd give it a checkover - have a look on google for a manual. Also do a forum search here and on the Cafe Husky forum as there's a wealth of user information "out there".

What he said ^ It should have a decompression lever though, but it was only intended to be used to clear out a flooded engine and such.

Make sure the cam sprocket bolts are tight. Mine worked loose recently and caused some damage I looked into it a bit more and found that others have had the issue as well... Apparently Cagiva didn't have a torque wrench when these were built lol.
