GYTR Power Tuner or FI tool to adjust TPS

I've read about two hours worth of posts trying to find a clear answer to this. The GYTR Power Tuner has a measurment for TPS in degrees under monitor and seems to generally read from 0 at closed throttle to 80 degrees at open throttle.

The manual says to use the FI tool and set it between 12-21 degrees wih throttle closed.

I already spent a healthy amount on the GYTR Power Tuner. If that can successfully adjust the TPS, I will start adjusting. However, if the TPS requires the FI tool, I think it my be cheaper to have my dealer check it.

Should I use the GYTR to set my TPS from 12-21?
