Bought a 24" x 24" 1/8" thick UHMW (ultra high molecular weight) plastic sheet from Amazon for $28. Cut and shaped into license plate holder. Bought plastic bushings (1) 3/8" and (2) 1/2", stainless washers, hex head stainless screws (1) 10 x 1.25" and (2) 10 x 1.5" from local hardware store. Screws into the bottom of the OEM rear taillight replacing OEM screws that hold taillight to fender.

Plastic has enough rigidity to hold the license plate out beyond the fender and looks like it will avoid being crushed or grabbed by rear tire (time will tell). Credit for idea goes to a riding buddy that did the same thing in white UHMW plastic. This material can be cut/sanded like wood.
