    2011 Crf250r Clutch lifter issue

So i am doing a top end rebuild and a few crank case seal and gaskets so i pulled my clutch lifter lever out and replaced the seal and when i went to re install it wouldn't go completely back down so i took it back out to take a look and i fount something interesting there was some kind of dowel in the bottom of it so i worked it up and out not to sure what it goes to any help would be great. it isn't in any of the diagrams in the service manual so not quite sure where it came from. I attached some pictures for help.
